AI Max is an optimization layer for existing Search campaigns, not a separate campaign type. Google describes AI Max as a comprehensive suite comprising additional search term matching, text customization and final URL expansion. This does not mean every business should activate every feature at the same time and without its own boundaries. The starting point is the current Google Ads FAQ on AI Max for Search campaigns.

For an SME in Germany, setup therefore begins before anyone clicks a setting in the account. First define a reliable conversion goal, a sufficiently clear campaign role, suitable landing pages, permitted advertising claims and the intended reach boundary. Then give each feature its own approval: Which inputs may it use, which outcomes are excluded, which report will be used to review it and who decides whether to continue or stop?

This guide introduces the AI Max control plan for that purpose. It connects the campaign and ad group levels without confusing them, and separates activation, delivery, observation and business outcomes. The plan promises neither more conversions nor a particular CPA or ROAS. It ensures that a later change remains traceable, reviewable and selectively reversible when necessary.

01 · Scope

Separate the technical setup from the 2026 Google Ads overview and from Performance Max

This page explains the specific AI Max workflow, not the entire transformation of AI-powered search

The foundational guide Google Ads for small businesses in Germany places goals, campaign roles, budgets and measurement in their wider context. A separate annual overview can also explain how AI-powered search is changing. This page deliberately begins later in the process: an existing Search campaign has been selected as a possible test candidate, and the features, levels, controls, reporting paths and stop rules now need to be configured in concrete terms.

AI Max remains tied to the logic of Search campaigns. It does not automatically replace the cross-channel remit of a Google Ads Performance Max: when it makes sense and when it does not, and Performance Max is not a reason to stop reviewing search terms, ad messaging and landing pages individually in Search. Campaign types are separated by business objective, inventory, data and the level of control required, not by which product name sounds newer.

This guide does not cover a full account migration, Shopping and travel feeds, individual legal advice, a general introduction to Smart Bidding or a guaranteed performance benchmark. The interface may also change. The control plan therefore describes not only click paths but, above all, professional decisions that remain valid regardless of where a menu item appears.

02 · Preconditions

Review the goal, budget, bidding strategy, website and ownership before activation

A feature being technically available does not make a campaign a suitable test candidate

Google points advertisers to conversion- or conversion-value-based Smart Bidding strategies for the full feature set. Search term matching does not work with Manual CPC; AI Max capabilities remain limited. In addition, budget-constrained campaigns are not a good starting point. Furthermore, target-based bidding systems were updated on 17 August 2026. Since the change, budget-constrained campaigns using target CPA or target ROAS have been aligned more consistently with their bidding target, including when budgets change. Before an AI Max test, the budget status and target must therefore make business sense; correcting the target or budget at the same time would unnecessarily confound the evaluation.

Treat the website as an input, not merely as a destination. Product and service pages must be accessible, current, in the appropriate language and unambiguous in meaning. Pages containing outdated offers, login areas, job vacancies, mandatory legal information or content in an unrelated language do not automatically belong in the permitted scope. Existing responsive search ads, keywords, negative keywords and brand controls must likewise reflect the actual campaign role.

The activation decision is not derived from a blanket minimum number of conversions. What matters is the reliability of the primary goal, sufficient diagnostic visibility, a meaningful control state and the ability to confirm lead or sales quality outside the advertising interface. If any of these elements is missing, the next step is Repair or Observe, not automatically Activate.

Create the AI Max control plan as a binding configuration before editing the account

Give every feature a level, purpose, inputs, boundary, evidence path and decision

The AI Max control plan is not an archive of screenshots. It is a compact specification for one campaign and records, for each feature, its business purpose, technical level, permitted inputs, exclusions, review report, responsible person and stop rule. This allows a team to see whether a campaign-level setting applies to every ad group or whether one ad group is intentionally controlled differently.

A table in the project or documentation system is enough for the first version. What matters is the version logic: the baseline, planned change, approval date, account state actually visible and subsequent decision are stored separately. An entry saying only 'AI Max on' is too broad because search term matching, text customization, final URL expansion, URL inclusions, brands and locations have different effects and control surfaces.

The plan is also a handover document. Paid Search may operate the settings, but Content must approve pages and claims, Analytics validates measurement, and Sales or the CRM confirms quality. In a small business, one person may cover several roles. The review steps should still remain separate so that a technical success is not prematurely treated as a business success.

04 · Baseline

Freeze the conversion goal and baseline before expanding reach

AI Max must not conceal measurement errors while also being judged as their solution

Google distinguishes between primary and secondary conversion actions. An action influences bidding optimization only under the applicable goal rules; a secondary observation action is not automatically an equivalent business goal. The control plan therefore records not merely 'conversions' but the specific action, counting method, value logic, source, campaign assignment and professional confirmation.

For AI Max, also save a baseline sample: relevant search terms, ads currently served, current landing pages, conversion lag, lead status and budget status. This sample documents the starting point, but does not by itself prove the cause of later changes.

During the test, do not quietly change the goal definition, attribution logic or CRM status. If a repair is unavoidable, document it as a separate event and limit or restart the evaluation accordingly. Higher platform volume accompanied by a different counting method is not reliable evidence of AI Max's contribution.

05 · Search terms

Control search term matching deliberately at campaign and ad group level

Additional reach comes from keywords, assets and pages, not from a new keyword list

The search term matching feature in AI Max supplements existing keywords with broad-match and keywordless technologies. Google uses existing keywords, ad content and URLs for this purpose. AI Max must be activated at campaign level; search term matching can then be turned on or off at ad group level. This makes it possible to test one clearly bounded ad group without opening every group in the same way.

The decision begins with the role of the ad group. A group for a precise service can allow additional phrasing if the offer, page and conversion goal remain the same. A brand- or compliance-sensitive group may require tighter boundaries. Negative keywords still have a role, but should not be created reflexively from every individual new search term; patterns, business relevance and demonstrated quality are what matter.

The control plan describes permitted intent families and clear non-goals. This is more robust than an endless wish list of individual search terms. The evaluation checks whether additional search terms fit the campaign role, the text that actually served and the actual landing page. Only then does the economic assessment follow, using confirmed conversions or values.

06 · Text customization

Activate text customization only with current source material and reviewable advertising claims

Generated headlines and descriptions inherit both the quality and the errors of the available content

The official help page on text customization in Search campaigns describes it as a campaign setting within AI Max. Additional headlines and descriptions can be created from the context of the domain, landing page, existing ads, keywords and other assets, and combined with manually created RSA assets. The feature therefore replaces neither a strong starting ad nor a well-maintained website.

Before activation, review a sample of the source material: prices, availability, scope of service, geographic claims, deadlines, superlatives, guarantees and mandatory information. If the landing page and ad contradict each other, automation can scale the contradiction. Polished copy is not enough; it must also be factually accurate, consistent with the brand and understandable in relation to the landing page actually selected.

After activation, review Google-optimized assets in the details report. Remove a problematic asset and correct the underlying source or rule. Deleting only the individual asset is not enough if the same incorrect claim remains on several pages and may be used again as source material.

07 · Text guidelines

Use text guidelines as a protective layer, not as a substitute for editorial review

Term exclusions and messaging restrictions must be specific, testable and current

Google presents text guidelines for AI Max Search campaigns as an experimental beta feature. Text customization must be enabled. Two kinds of controls are available: excluding exact terms or phrases, and restricting the possible advertising message. New guidelines can also affect existing Google-optimized assets; assets that do not comply may consequently be removed from delivery.

A good guideline is narrower than 'write professionally' and more robust than a complete piece of desired copy. Examples include prohibited discount language, unsupported market-leadership claims, impermissible exclusivity or a clear restriction on the service area. Mandatory wording that must appear in every single ad should not quietly be treated as guaranteed by a beta feature. That requires separate approval of the specific product capability and actual delivery.

The control plan stores the guideline, rationale, affected campaign, review method and latest review. Update guidelines when offers, legal requirements or the brand change. Because the feature is experimental, human sampling remains mandatory; a saved guideline proves neither correct application nor complete coverage.

Stop rule for protected claims

If a price, guarantee, authorization, mandatory statement or sensitive claim must be controlled exactly in every delivery, approval must not rely solely on a generative text guideline. First confirm the feature scope, preview, reports and a professional sample review.

08 · Final URL

Treat final URL expansion as the selection of new landing pages, not as a minor copy option

Text customization, dynamic landing pages and pinned RSA assets affect one another

The final URL expansion feature in Search campaigns is a campaign setting in AI Max and is enabled by default when you opt in. Google may select a URL on the same domain that it considers more relevant, provided it matches the search and the theme of the ad group. Text customization must be active so that the ad copy can be aligned with the dynamically selected page.

This connection changes the approval process. When another URL is selected, pinned responsive search ad assets may not be respected because they may not match the new user intent. The same can apply when URL inclusions are used. Businesses that always require certain pinned statements must therefore determine whether final URL expansion and URL inclusions are compatible with that requirement at all.

Before the test, review the domain as an inventory of pages requiring approval. Confirm page families with a suitable offer, language, availability and conversion path; exclude login pages, careers, legal notice, privacy information, outdated promotions, empty categories and unrelated blog posts. A single starting URL does not prove that every destination eligible for automatic selection is suitable.

09 · URL controls

Review URL inclusions, exclusions, page feeds and tracking templates as one connected system

An inclusion is a hard boundary only when the other URL features are configured accordingly

URL exclusions operate at campaign level and require AI Max, text customization and final URL expansion to be enabled; URL inclusions operate at ad group level. When AI Max is disabled, existing URL inclusions and exclusions are ignored for ad serving. If URL inclusions are active and final URL expansion is disabled, the selected URLs and advertiser-provided RSA destinations define the dynamic page scope. If expansion remains active, Google may additionally use other URLs it considers relevant. The control plan therefore records the combination and intended reach, not merely the existence of a list.

Test rules with positive and negative examples. A pattern for a service category must include genuine subpages without accidentally opening translated pages, outdated parameter URLs or editorial content. Do not create exclusions from path names alone; verify them against the actual page inventory. Repeat the sample review after a relaunch or URL change.

Tracking templates deserve a separate technical review. Dynamic landing pages must work with {lpurl}, parameters, redirects and external tracking systems; static or unusually nested templates can cause incorrect destinations or 404 errors. Before activation, open several permitted landing pages with their complete parameters and test the conversion chain.

  • Exclude careers, login pages, legal content, empty categories, outdated offers and incorrect languages.

10 · Brands and locations

Set brand inclusions, brand exclusions and locations of interest at the correct level

Control means a clear relationship to the campaign role, not the largest possible number of lists

The official help page on applying brand inclusions to Search campaigns documents their use at campaign and ad group level, as well as an ad-group inclusion overriding the campaign-level inclusion. In contrast, brand exclusions operate at campaign level in AI Max. This inheritance must be visible in the control plan so that a local exception is not mistakenly interpreted as the account standard.

Brand lists answer a business question: Should the campaign be associated only with interest in certain brands, or should association with selected brands be prevented? They replace neither negative keywords nor a review of permissible advertising claims. Spelling variants, ambiguous company names and generic terms require sampling before a list can be considered sufficiently complete.

Locations of interest are used at ad group level and incorporate location or geographic intent into matching. This is not the same as the campaign's general geographic targeting. A user must still satisfy the campaign's geographic criteria and also match the ad group's location of interest. A location excluded at campaign level cannot be used as a location of interest. If the search query names a location, that location takes priority; otherwise, the user's location of presence is considered. A service with a limited operating area therefore documents separately: the physically permitted region, locations of interest, excluded areas, the landing-page claim and the actual ability to deliver the service.

11 · Setup

Activate AI Max in an existing Search campaign step by step and reproducibly

Start at campaign level, continue at ad group level and then document the account state actually visible

The current instructions for setting up AI Max for Search campaigns direct users of existing campaigns through Settings and the AI Max section. The main areas become visible after opting in. Search term matching is enabled campaign-wide and then controlled for each ad group; text customization and final URL expansion operate at campaign level. New Search campaigns may already show AI Max selected by default, so the setup review is also necessary for newly created campaigns.

In practice, do not activate everything first and investigate later what happened. Export the baseline, approve the control plan, confirm the goal, activate only the planned combination and then review every visible switch again. Open URL and brand controls at their actual level. Finally, save a configuration log with the date, account, campaign, ad groups, feature states and responsible person.

Bulk editing makes sense only after the pilot configuration is stable and the selected campaigns genuinely share the same business logic. Changing several campaigns together merely because their names are similar can overwrite different goals, page families or brand rules. Scalable setup comes from a reusable control plan, not from selecting as many campaigns as possible in the edit dialog.

12 · Experiment

Test AI Max with a predefined hypothesis and a suitable control state

The experiment answers a limited question about impact, not a blanket question for or against AI

Google describes a dedicated workflow for AI Max experiments. Within an AI Max experiment, control and treatment shares run in the same campaign. The treatment arm uses the selected search term matching and asset optimization settings. However, brand inclusions or exclusions added during experiment setup apply to both arms for the duration of the experiment. Ad group-level changes, such as disabling search term matching or adding URL inclusions, are not configured during the initial setup step and can only be applied afterwards. Custom experiments with separate campaigns remain an alternative. Before setup, review limitations such as the Display Network, portfolio strategies, shared budgets, Bidding Exploration, active experiments or legacy features that are already enabled.

The hypothesis names the feature, affected demand, primary business signal, quality boundary and decision. Example: Additional search term matching should reach qualified enquiries outside the existing keyword coverage without exceeding the defined share of irrelevant enquiries or unsuitable landing pages. This is a testable direction, not a promise of a particular uplift.

Keep the goal definition, budget logic, offer scope and tracking as stable as possible during the experiment. Record seasonality, promotions, website changes, outages and changes to the sales process in the event log. Genuine brand, URL or measurement errors may be stopped immediately; a statistical test is not a reason to allow avoidable harm to continue.

Read the search term, source, headline, landing page, conversion and business value separately

AI Max reporting improves transparency but does not replace professional quality assessment

Google's help page on reporting in AI Max for Search campaigns covers search terms, keywords, assets and landing pages. The AI Max match type and Source column help categorize additional matches. A combined view can show search terms, headlines and landing pages; in the landing page report, the 'Selected by' column identifies automatically selected destinations.

A filter for AI Max may show less volume because the 'Other search terms' category is not included in full. Do not construct an apparently exact total from a filtered report. Google also recommends allowing an initial learning period after activation before making routine optimization changes. This recommendation does not override a predefined stop rule for incorrect URLs, impermissible copy or measurement errors.

The control plan connects four levels: technical activation, observed delivery, correctly measured conversion and business value confirmed outside the platform. Only a suitable experiment supports a cautious assessment of impact. A better overall trend without a stable comparison shows a change over time, but not automatically its cause.

14 · Migration

Do not allow DSA, text customization and campaign-level broad match to move into AI Max unnoticed

Transition dates call for an inventory and review, not an unchecked full activation

In June 2026, Google updated the timeline for moving existing Search features to AI Max. The automatic DSA transition is scheduled to begin in February 2027. For text customization—previously automatically created assets—and the campaign-level broad match setting, automatic upgrades beginning in September 2026 remain relevant. Account notifications and the actual feature state should also be checked.

During a DSA upgrade, dynamic ad groups may be converted into standard ad groups and ads into responsive search ads. Existing URL rules and unsupported targets require particular attention; older rule types may become read-only. Therefore document the baseline export, existing dynamic targets, page feeds, URL rules, ad status and subsequent account presentation separately.

A migration is not a neutral name change, but neither is it evidence of a performance change. After the transition, review which features are actually active, which legacy settings were mirrored and whether ads, pages and measurement operate reliably. Questions about impact still require a suitable comparison; the migration date alone is not enough.

A saved switch is operational only after technical and professional review

Approval begins with a four-eyes comparison between the control plan and the account. Review the campaign, ad groups, active features, inheritance, URL inclusions and exclusions, brand lists, locations of interest, text guidelines, conversion goal and bidding strategy. Then perform a live sample of permitted and prohibited pages, including tracking parameters, redirects and the conversion path.

A reporting path is known for every feature before the test starts. The team knows where additional search terms, Google-optimized assets, automatically selected landing pages and experiment data will appear. Schedule the first professional review without inventing a universal performance deadline. Immediate checks for URL, brand, policy and tracking errors remain separate from that schedule.

Stop rules include technical and business signals: 404 errors, the wrong language, an impermissible claim, a service not offered, an unresolved brand context, a sudden measurement discrepancy or missing CRM feedback. After a stop, the cause, correction and renewed approval remain open in the control plan. Merely turning off the switch does not count as a completed diagnosis.

Is AI Max a new campaign type?

No. AI Max is an optimization layer for existing Search campaigns. Search term matching, text customization and final URL expansion operate at different levels and should be approved separately in the control plan.

Does activation automatically turn on every feature?

Core features may be selected by default when you opt in. Text customization and final URL expansion can be controlled individually at campaign level; search term matching is also managed for each ad group. Review the account state actually visible after saving.

Does AI Max replace my keywords and negative keywords?

No. Additional matches supplement existing keywords with further signals. Keywords, negative keywords, brand controls, ad group structure and search term reporting retain distinct roles. Demonstrated relevance to the campaign's role is what matters.

Can I permit only certain landing pages?

URL inclusions operate at ad group level. Whether they genuinely constrain the usable scope also depends on the state of final URL expansion. If expansion is active at the same time, other relevant URLs on the domain may be used; the combination must be explicitly documented.

Will pinned RSA headlines always serve?

No. If a dynamically more relevant URL is selected, pinned RSA assets may not be respected. If a statement must always appear, assess whether final URL expansion and URL inclusions are compatible with that requirement.

Do text guidelines guarantee on-brand ads?

No. The feature is described as an experimental beta and supports term exclusions and messaging restrictions. It replaces neither current source content nor a review of the Google-optimized assets that actually served.

Should I activate AI Max in every Search campaign immediately?

Not without shared suitability. Begin with a clearly bounded campaign, a stable goal, suitable pages and reliable measurement. Bulk changes make sense only when the business role, controls and reports are genuinely comparable.

How can I prove that AI Max caused an improvement?

The strongest approach is a predefined experiment with a suitable control state, stable goals and documented confounding factors. A before-and-after trend or more conversions in the overall report alone does not establish causation and says little about business value without a quality review.
