Demand Gen does not replace a Search campaign. Search captures existing demand when a person is actively looking for a solution. Demand Gen enters earlier in the decision process: it can create interest, explain a connection, provide evidence or bring someone back to an unfinished decision. A business that mainly needs to capture urgent searches and has very little visual material should not automatically move Search budget into Demand Gen. Nor is Demand Gen simply a new label for remarketing or conventional Display activity.

As of 23 August 2026, Demand Gen combines several surfaces, but not every creative asset is suitable for every placement. Google's official channel controls for Demand Gen distinguish between ‘All Google channels’ and manual selection at ad-group level. Available choices include YouTube In-stream, In-feed and Shorts, Discover, Gmail, Maps and the Google Display Network. Maps delivery requires an eligible location asset; availability and account eligibility should be confirmed in the live account rather than assumed from a general help page.

The distinction from Performance Max and its appropriate use cases remains important when selecting a campaign type. Performance Max optimises across a broader range of Google inventory, including Search. Demand Gen allows advertisers to choose visual surfaces deliberately and apply a distinct audience strategy. The purpose of this article is not to declare one campaign type universally better, but to show how Demand Gen can be structured around a defensible business task.

Image, video and carousel ads are supported, and retailers may add a product feed. One ad group can use several channels or be deliberately restricted. Broad access gives the system more opportunities to find delivery, while a separate group can protect a specific creative or measurement question. Either structure needs a written reason before launch and a reporting view capable of answering the question afterwards.

Selecting inventory does not guarantee delivery

A channel selection confirms only a possible placement. The auction, policies, format suitability, audience, bid and actual demand determine whether an ad appears and how often it is served.

Do not begin with ‘We need Shorts’. Begin with an observable decision task. A complex product may need to be demonstrated; a B2B service may first need to be made understandable. Each row of the map receives one primary role. This prevents reach, clicks, leads and revenue from being compressed into a single unrealistic expectation. The leading diagnostic signal first indicates whether the planned transition is happening. YouTube is not one uniform placement. In-stream reaches people while they are watching a video; In-feed appears in a selection and discovery context; Shorts usually requires an immediate vertical opening that works on its own. For the channel-role map, the key question is simpler: which part of the offer becomes easier to understand through movement, sound, sequence or demonstration than through a static image?

The official Demand Gen creative specifications show that suitability depends on format and placement. A single landscape video is therefore not a channel strategy. The team develops one substantiated core message, then translates it into appropriate crops, lengths, openings and visual hierarchies. Automatically created variants should be reviewed like original assets for content, branding, rights, crop, legibility and mandatory information.

Effective YouTube creative answers four questions: Why is this relevant to me? What does the solution change? What makes the claim credible? What should happen next? Discover does not provide a specific search query whose wording the ad can mirror. The creative must supply enough context by itself: a recognisable situation, a credible benefit and an expectation the landing page can confirm immediately. Misleading clickbait or an attractive image with no meaningful connection to the offer creates the wrong kind of attention and weakens downstream evaluation.

Discover can suit an SME when the offer and audience are visually distinguishable or when a relevant reason can be expressed clearly: a use case, a new collection, a seasonal decision, a practical guide or a substantiated result. If the entire proposition is still no more specific than ‘we are good at what we do’, the business should improve its positioning before buying additional reach.

The landing page must fulfil the promise made by the image. It states the value and limitations, presents evidence and offers a next step that matches the visitor's level of readiness. Someone who has only just developed interest may need comparison or orientation rather than a long sales form. The channel-role map therefore records the information task that begins after the click, not just the media interaction before it.

Gmail ads appear in an inbox, but they are not personal messages sent by the business. Their design and wording must not disguise that distinction. Suitable uses can include a relevant product category, a genuine commercial trigger, a guide, a return to an offer the person has viewed or a clearly defined next stage. A precise benefit with transparent conditions is usually more defensible than a vague brand message.

The ad must work without invented confidentiality or artificial urgency. Subject-line-style copy may promise only what the offer and landing page can deliver. Price, availability, region and deadline must come from an up-to-date source. In B2B, Gmail can prompt the next decision, but it must not pretend that a previous personal conversation took place. Each component also needs to be accurate on its own because Google may combine asset elements in different ways.

For evaluation, the team separates the first Gmail interaction from the website click and from the conversion. An interaction with the ad is not yet a landing-page visit, and a visit is not yet a qualified lead. The measurement map therefore follows the chain from impression to surface-specific interaction, website action and confirmed business outcome. The Google Display Network is part of Demand Gen in 2026. Google's current help page on the new home of Display ads in Demand Gen confirms the GDN alongside YouTube, Discover, Gmail and Maps. The complete migration process, including timelines and the transfer of settings, remains a separate operational subject. Here, Display is planned by business role: additional contextual reach, re-engagement or a return to a decision that is still open.

The map also records why a person should be approached again, what is new compared with the first contact and which page should take the decision forward. One page visit justifies neither unlimited repetition nor the same message at every stage.

Context matters for prospecting reach; sequence matters for re-engagement. Placements and the ‘Where ads showed’ report should be reviewed wherever the inventory supports that visibility. A high impression count does not prove that reach was appropriate. If placement patterns, lead quality or brand environment repeatedly fail the agreed standard, isolate the likely cause: creative, audience, channel selection, exclusion or landing page. Only then should the team make one controlled change.

Migration requires a separate review

Existing Display campaigns should not be changed solely because of this map. Eligibility, history, budget, another round of ad review, incompatible functions and lift studies require their own migration plan.

Small teams should not invent a different brand idea for every channel. They need one substantiated core promise and several appropriate translations. Retailers may add a product feed as another layer. Google's official guidance on using a product feed in Demand Gen requires, among other things, a linked Merchant Center account and suitable approved product data. The feed does not remove the creative task: the product image, benefit, reason to choose and landing page still have to agree.

The matrix keeps the claim stable while changing its presentation. YouTube shows process and effect; Shorts compresses the opening into a vertical story; Discover makes the situation and benefit readable in an image; Gmail makes the trigger or offer concrete; Display reduces the idea to a robust short-form execution. Every variant receives an asset ID, source, rights documentation, validity period, permitted destination and accountable owner.

Automatic crops, image enhancements and generated variants must not be accepted without review. Product characteristics, people, text areas, logos and mandatory statements need to remain accurate. If a format works only by exaggerating the claim or removing essential context, it should not be published. Format coverage matters, but factual integrity and suitability for the user's decision task matter more.

Audiences: build useful signals without fragmenting the data available for learning

Audience selections in Demand Gen do not all operate as strict boundaries. With optimised targeting, selected segments act as signals and ads may reach people outside those signals. Demographic expansion may also apply, while Customer Match exclusions are respected. Reporting must therefore distinguish the original input, any expansion, explicit exclusions and the audience that ultimately produced results.

The way lookalike segments work is also changing in 2026 as Google gradually moves them from a fixed audience constraint to suggestion mode. Similarity levels may then no longer strictly limit reach. Before launch, the team should verify current account status, the source and freshness of the seed list, the permitted use of that data and the available opt-out or control options.

Over-segmentation is a common risk for SMEs. Numerous small ad groups with similar messages divide both data and budget, making differences difficult to interpret. A more useful start is a limited hypothesis: one valuable user group, one clear exclusion, one coherent creative system and one business goal. Further segments are justified only when a different message, value or testable decision genuinely requires the additional structure.

09 · Channel controls

Channel controls: all channels or separate ad groups?

Automation is a hypothesis — and so is manual selection

A shared ad group is plausible when the objective, audience, core promise, conversion and landing page remain the same across several surfaces. The system then has more delivery options. The map still shows which creative is appropriate for each surface and how distribution will be assessed. ‘All channels’ creates a broader test area; it does not remove the need for channel planning and post-launch analysis.

Separation is plausible when a channel has a distinct creative task, a materially different audience, a required format or an independent measurement question. A Shorts concept, for example, demands a different production approach from Display banners. An ad group should not be created solely to impose rigid budget control: limited data and competing groups can make evaluation less reliable rather than more precise.

Before launch, every separation receives both a confirmation rule and a reversal rule. Confirmation means the channel supplies enough observations and a commercially relevant signal. Reversal means the evidence remains too thin, the creative and audience are not meaningfully different, or the available report cannot answer the question. This keeps the account structure testable instead of allowing habit to make it permanent.

A universal minimum amount in euros would be misleading. Media costs, conversion rates, decision cycles and commercial value differ substantially. Google's Demand Gen performance guidance recommends, among other points, a budget of at least ten times the target CPA and cautions against changes during the initial learning period. This is Google's operational recommendation, not a guarantee and not a substitute for the business's own unit-economics calculation.

The documented change to goal-based bidding strategies from 17 August 2026 must also be considered. For campaigns constrained by budget, the system is expected to stay closer to the set tCPA or tROAS after budget changes, while channel distribution may shift. An actual CPA that has so far been materially better than target should not automatically be treated as permanent. Target, budget, margin and lead quality must be reviewed together.

The channel-role map does not divide the budget equally among four channels. It prioritises a learning sequence. With very limited funds, test only one core hypothesis when the necessary signal is realistically attainable. With a constrained but workable budget, one shared group may examine several surfaces. Separate channel questions or creative experiments follow only when data volume supports them. Stop a test that buys reach but cannot support a useful business decision.

‘Maximise clicks’ may answer an early question about website traffic, but it does not assess lead value. ‘Maximise conversions’ requires a technically correct primary action with genuine commercial meaning. Value-based strategies need defensible values, not arbitrary marketing points. Target CPA and target ROAS must reflect close rate, margin, cancellations, returns and sales effort. The map therefore gives every test one leading learning objective.

Micro-actions such as scroll depth, a video view or a download can help diagnose a journey. As primary conversions, however, they may encourage actions that are easy to complete but commercially weak. In B2B, a form submission, qualified lead, sales opportunity and closed deal should remain distinct; in e-commerce, purchase, basket, return and contribution margin require separate interpretation. Only stable, current signals should direct bidding.

Before approval, every conversion is tested in practice: test both the conditions that should trigger it and those that should not, check duplicate prevention and consent states, verify value and currency, and document the import route. Technical collection and business evaluation remain separate afterwards. A correctly recorded lead may still be unsuitable, while a strong lead may not be confirmed until several weeks later.

The landing page continues the task left open by the ad. After a demonstration, the user needs detail, evidence and limitations; after a Discover image, relevance must be immediately recognisable. A Gmail offer requires scope and conditions, while a Display return visit needs a next step that reflects what the person is likely to know already. A general homepage rarely fulfils all of these assignments equally well.

Consistency does not mean repeating exactly the same sentence everywhere. The situation, promise, product, audience and action must remain free of contradiction. A page can explain and qualify, but it should not introduce a different offer or hide material limitations. Mobile legibility, loading performance, forms and consent mechanics must be tested in practice before the campaign starts.

A landing page passes the review when an uninvolved tester can answer five questions: What is being offered? Who is it for? What evidence supports the promise? Which limitation applies? What happens next? Missing answers should be added before more media budget is committed. Additional creative variants cannot compensate for a weak conversion journey.

Channel metrics are not interchangeable currencies

Separate diagnosis, business outcome and incrementality

Google's documentation on Demand Gen metrics and reporting defines engagements, views, clicks and interactions differently according to surface and format. An In-stream engagement is therefore not the same event as an engagement in Shorts, Discover or Gmail. Segment by network and, for YouTube, by format wherever the report supports that view. Then compare equivalent business signals rather than platform metrics that happen to share a label.

For retailers, the expanded 2026 product reporting in Google Ads adds another analytical layer. Product impressions are counted for each product shown, so one ad exposure containing several items can create several product impressions. Product and non-product clicks are reported separately. Commercial evaluation still requires those platform metrics to be connected with purchases, returns and margin.

The measurement map has three levels. Diagnosis asks whether the creative and surface are fulfilling their immediate role. The business signal records a qualified lead, purchase or value. Incrementality asks whether advertising generated behaviour that would not otherwise have occurred; answering that question needs an appropriate test design. Attribution alone is not sufficient. Small accounts should begin with a clean event chain rather than inferring causality from a handful of view-through conversions.

Content suitability settings and other safeguards do not apply identically across every surface. The team should review account-level controls, ad-group settings, available placement exclusions, audience exclusions and industry-specific policies. New channels, formats and products require checks for brand risk, mandatory statements and unsuitable environments. Sensitive categories need an additional specialist approval process.

The ‘Where ads showed’ report is particularly useful for YouTube and the GDN, but it has aggregation limits. One unexpected placement does not necessarily justify immediate micromanagement; recurring patterns should be documented and assessed by risk. Every exclusion needs a clear protective purpose. Too many uncoordinated boundaries alter reach and the evidence base, so exclusions should have an owner and a recorded reason.

Creative fatigue cannot be diagnosed from one metric alone. Frequency, declining response, business value, audience overlap, seasonality and changes to the offer must be considered together. Refresh creative when the evidence, benefit or presentation can genuinely be improved, not in response to ordinary daily fluctuations. After the change, verify whether the underlying cause was the asset or instead the audience, offer, landing page or measurement system.

This plan organises the work; it does not promise statistical certainty after 30 days. Days 1–5 cover the business objective, conversion definition, data access and responsibilities. Days 6–10 complete the channel-role map and creative matrix. Days 11–15 review ads, landing pages, measurement, safeguards and approval status. Only then does observation begin. Where a controlled comparison is appropriate, the official Demand Gen A/B experiments can test creative, audiences, feeds or bidding; according to Google, budget should not be the experimental variable.

Days 16–23 are for observation and error control. The team does not change several core variables at the same time. It reviews delivery, budget status, channel distribution, conversion triggering, policies and landing-page errors. Technical faults are corrected immediately, while ordinary fluctuation is not over-interpreted. Conversion delay and the small number of observations remain visible in the test record.

What budget does an SME need before Demand Gen becomes worthwhile?

There is no credible universal amount. Begin with the attainable conversion volume, target CPA or business value, decision cycle and number of hypotheses. Google's budget recommendations are not a performance guarantee. If the available budget is unlikely to produce either a relevant business signal or a clear learning decision, simplify or postpone the test, or concentrate the investment on a channel better suited to the immediate objective.

Does a Demand Gen campaign always require dedicated video?

Demand Gen can use image or video ads, but suitability depends on the selected surface and business role. Without video, the campaign cannot use certain video placements or some ways of explaining the offer. That does not justify producing a generic video merely to fill an asset slot. A strong set of static assets is better than a generic corporate video; an offer that needs explanation may first require a credible demonstration before it is ready for media.

Should I use all Google channels or separate them manually?

Is Display in Demand Gen the same as a previous Display campaign?

No. GDN inventory is available in Demand Gen and Display-only delivery may remain possible, but workflows, supported functions, bidding, creative, reporting and migration can differ.
